The first stage of Hong Kong ban on single-useplastics will commence on 22 April 2024. Restaurants will be prohibited fromproviding disposable plastic tableware.

Phase 1: Ban onall takeaway polystyrene (EPS) tableware and plastic and bioplastic (PLA)straws, cutlery, stirrers and all dine-in plastic tableware.

Phase 2: Ban ofall takeaway single-use plastic and bioplastic (PLA) straws, cutlery, stirrers,plastic cups, cup lids, lunch boxes, bowls and other food containers and lids .

The new Regulations are also set to prohibit disposable bioplastic takeaway products (also known as PLA, cornstarch and plastic made from plants) including oxo-biodegradable plastics and biodegradable plastics.

Hong Kong has no industrial composting facility to process bioplastic (PLA)

Public pressure for sustainable packaging has been mounting for some time, as consumers advocate against plastic for better, planet-safe solutions. In recent years, a growing number of products claiming to be "green" or "eco" or "sustainable" have been produced including bioplastic ‘plastic substitutes’ (e.g. PLA and oxo-biodegradable plastics, plastics made from plants, cornstarch, oyster shells and more). Currently in Hong Kong there is no industrial or commercial composting facility available to compost and process these bioplastic (PLA) packaging products.

These ‘bioplastic (PLA) products need to be broken down under very specific conditions in an industrial composting facility. This include exposure to ultraviolet radiation and/or heating to above 60*C which makes industrial composting, costly and energy and carbon intesive process. There are currently no industrial facilities available in Hong Kong which can process these bioplastic (PLA) products which end up in landfill sites or take 300+ years to degrade in our streets, countryside or oceans with devastating environmental impact.
